Others have observed here that Gabe was the only one present at Windsor's death who would want to accuse Vincent. In this episode Gabe said he had the power to "hold people without cause". Maybe an ADA has quite a bit of power. He could certainly force Catherine and Tess, as officers, to testify under oath.
Finally, maybe the plan is just to incarcerate Vincent, get him to "beast out" before witnesses, and condemn himself.

I have a new theory on Gabe. Part sarcasm, part maybe true. Do you think Gabe also got partial amnesia? Maybe he doesnt remember the bad things he did in S1... Maybe it all got killed with his beast side. Maybe he just has selective memory.
That being said, he still does some shady & dodgy things, so he should know that he is not quite the "choir boy" that he may think he is. My gut tells me that being good is not on the top of his priority list, if it interferes in getting him what he wants.
Trying to understand Gabe's motives & intentions throughout this season has been a little mystifying. Because as much as I think Catherine is amazing & if I were a guy would go after her, anyone could tell it was a losing battle. You have to have a lot of confidence & ego if you think you can break that bond she had with Vincent. Which he has, but still. The guy went missing for months and she never let him go. Add to that the horrible things he did when he returned & she still is hanging around him? He should have realized that even if he cared for her, she was never going to see him that way. He made a tactical error in thinking that he was gonna get the girl. Which always surprised me because he always seemed smart enough to realize a losing battle & yet didnt change his tactics. So who knows what his endgame is or was?

Does someone remember Catherine Ashton's tweet about Jay splitting his pant? I guess it was when they were shooting this episode... Please someone correct if I'm wrong. While watching VinCat's convo at the ball, I had the feeling that KayKris made an effort not to burst out laughing while shooting a serious scene... They were half smiling during the whole scene! I wonder if the split pant incident didn't happen just before shooting this scene. Since they don't necessarily shoot scenes chronologically, it might have happened when Vincent bent down to rescue Sam.
Did anyone notice?

Does someone remember Catherine Ashton's tweet about Jay splitting his pant? I guess it was when they were shooting this episode... Please someone correct if I'm wrong. While watching VinCat's convo at the ball, I had the feeling that KayKris made an effort not to burst out laughing while shooting a serious scene... They were half smiling during the whole scene! That scene happened at ep 13 (Valentine's week) when Vincent and Cat are at the dungeon and Vincent had a glass of coffee trying to find out if there was an echo below... If I'm not wrong, that's the scene Catherine Ashton was talking about... when he was throwing the coffee to the floor he split his trousers with coffee

Really I asked the same question to myself and... for sure Vincent can hear someone speak below on the streat, from the rooftop (he heard dancer's heart from on the top of the roof in the 1x02 PWC ) probably he could have heard Catherine and Gabe talking on the car... but for sure he saw Catherine getting out of Gabe's car and come up home ALONE

Vincent left the ball knowing that he would see Catherine later. I definitely got from this episode that Vincent knew the writing was on the wall for the Gaberine ship (c'mon it really never left the harbour and just sank with a sigh). He knew from Catherine's responses to his lovemaking on the boat, he knew when he called her on the phone to talk "About Last Night," that she was lying when she said she wanted to move on. Throughout the episodes Vincent saw Catherine's responses and her facial expressions to her interactions with Gabe and he knew she wasn't going anywhere in her relationship with him. Her response to him saving Sam, "I like the new Vincent better" told him she had come to terms with who he was now and that she accepted him and had finally acknowledged to herself that he (V) was the man for her and not pretty hair. When V looked back at her as he was leaving the party, you could feel the self-confidence oozing from him, he knew he had won the girl and that she had admitted to herself the truth. That look said it all - "I will see you later, when this messy part is over" (the break-up with G). It was if he knew she would be waiting for him.
